Veteran securities attorney, Robert R. Kaplan Jr., has parted ways with the law firm he co-founded in 2005 and joined Whiteford, Taylor & Preston.
Veteran securities attorney, Robert R. Kaplan Jr., has parted ways with the law firm he co-founded in 2005 and joined Whiteford, Taylor & Preston in Richmond, Virginia.
Prior to joining Whiteford, Kaplan served as managing partner of Kaplan Voekler Cunningham & Frank (KVCF), an industry firm with a range of specialties, including business law, real estate investment trusts, Delaware statutory trusts, Regulation A offerings, and business litigation.
With more than 20 years of experience in the securities sector, Kaplan is known as one of the leading lawyers in the Regulation A practice area.

He advises clients on all aspects of capital formation in the technology, real estate, manufacturing, financial services and retail industries.
His transactional experience includes registered and exempt offerings, private equity and institutional investment, real estate funds and syndications and institutional financings of real estate acquisitions.
Kaplan was an advocate for the revision and revitalization of Regulation A and has worked with Congress on Title IV, and with the Securities and Exchange Commission on rules for implementation, including testifying before the U.S. Senate’s Banking Committee on Regulation A’s effects on the lower middle market and the alternatives industry.
He co-authored “Regulation A+: How the JOBS Act Creates Opportunities for Entrepreneurs and Investors,” a guide to Reg A+ for executives of emerging growth companies, entrepreneurs, financial advisers, venture capitalists, investment bankers and securities lawyers.
